Folio reads the shape of your menu and arranges the panel to match. Build the menu properly and there is nothing else to configure.
How a panel decides its shape

Worth knowing. A short menu like Help does not
need a full-width panel. Leaving every dropdown on the default gets the right
shape for each one without configuration.
Overriding a panel
Add a Menu panel block to the header and set its position to the top-level item you want to control. Add one block per dropdown you want to pin; the rest keep reading the menu.
Promotion blocks
A Menu promotion block puts an image and a caption inside a panel. Set its position the same way.
Header layout
Under the header section: logo left or logo centred, sticky behaviour, and whether the first section on the home page sits under a transparent header.
